Politicising EU Leadership Selection: Explaining the Success and Failure of the Spitzenkandidaten Procedure from the perspective of Postfunctionalism

EN With the changes in the Lisbon treaty, the party groups of the European Parliament unilaterally introduced the Spitzenkandidaten procedure, nominating lead candidates for the office of the President of the European Commission for the European elections of 2014. After its arguable success in 2014, when Jean-Claude Juncker became President of the Commission, the procedure then failed in 2019, when the national leaders in the European Council selected Ursula von der Leyen as Commission President. She had not stood as a lead candidate of her party family during the election. Considering the circumstances, the following question presents itself: Why did the Spitzenkandidaten procedure seemingly fail in 2019, when it was already successful in 2014? This thesis attempts to answer this question by formulating an argument on the basis of Postfunctionalism that domestic politicisation of the topic lead to constraining dissensus at the EU level, which resulted in the rejection of the Spitzenkandidaten procedure. The thesis tests the existence of domestic politicisation on the basis of discourse analysis of the election campaigns of significant political actors in France during the European elections of 2014 and 2019. This problem is quite widely used in the media space, especially after every parliamentary election. However, nowhere is there precise data and description of how extensive this phenomenon is within the Czech state administration. This is mainly due to the unavailability of data directly from the Czech state administration. Due to the aforementioned unavailability of data, I decided to conduct qualitative research through interviews in this thesis. The interviewees were both experts in the field of public administration and politicization, and representatives of the largest political entities. By combining the opinions of experts and politicians, whose attitude towards politicization has not been mapped so far, I tried to get a new perspective on the issue of politicization and at the same time information from the practical functioning of public administration, to which politicians are close. Securitisation of Bangladeshi Migrants to Assam: An Analysis of India's Parliamentary Discussions

Among the three major political bodies in Assam, the Assamese relied on the strong support of the Bengali Muslims in their struggle over control of Assam's politics, economy, and language after 1947. This alliance was broken in the 1970s and today Bengali Muslims, who originated from present day Bangladesh, are viewed as security threats who need to be addressed through extraordinary measures. Is calling Bangladeshi migrants security threats a culmination of a securitisation process? How did the process of securitisation take shape? Who were the actors and audience? Who needed protection? Using the sociological approach to securitisation as its theoretical framework, this study analyses the mechanism of securitising Bangladeshi migration to Assam starting between the 1970s and the 2010s. Employing the method of discourse analysis, the study analyses the relevant parliamentary debates during the time frame of 1971 to 2020, in India's Lok Sabha (Lower House of India's bicameral Parliament). The project categorises the debates into different decades to grasp how the portrayal of Bangladeshis changed over time and what the different key-words used, reveal about the process. Ideologization and fragmentation of Skinhead subculture

The master thesis titled Ideologization and fragmentation of Skinhead subculture deals with historical background of Skinhead subculture genesis and with cleavages, that determinated its ideologization and fragmentation. Simultaneously it pays close attention to analysis of various branches of the Skinhead subculture. The first chapter of the thesis builds theoretical foundations of the research. In this chapter the terms culture, subculture and counterculture are explained. Accentutation is placed on common denominators as well as on differences in the definition of these terms. The second chapter of the master thesis deals equally with historical background of Skinhead subculture genesis and with subcultures with a significant impact on the formation of the Skinhead subculture. In this chapter the attention is focused on historical facts of political development in Great Britain after The Second World War, on subcultures popular at that time and on foundation of the Skinhead subculture. The third chapter of this thesis analyzes infiltration of the political ideologies inside the subculture and the following fragmentation of Skinheads. It aims to shed light on how (de)politicisation manifests itself at the level of the referendum actors' utterances and how actors use these strategies during the referendum to reproduce or change the existing ordering of the political space. The research is based on the concept of (de)politicisation as a form of political action and the premise that by the use of language as an instrument of symbolic power, one can shape the social reality.
